Create a .bat or .cmd batch file and place it in the NETLOGON folder of your network...
download the Access client and rename it to ScreenConnect.msi and place it in the NETLOGON folder as well.

create a new GPO off the root of the domain call it ScreenConnect and add the Bat file ie ScreenConnect.cmd to the startup and login script of the GPO

Note::
if you do not know what a GPO is or how to create one do not attempt this. contact an IT professional and give him this information.

The Screenconnect.cmd file is below...

Echo off
for /F "tokens=3 delims=: " %%H in ('sc query "ScreenConnect Client (51bee8063824f79a)" ^| findstr " STATE"') do (
if /I "%%H" NEQ "RUNNING" (
Echo it is not running Start it....
net start "ScreenConnect Client (51bee8063824f79a)"
Echo it should be running now....
exit
)

Echo it is running just exit
exit

)

Echo It is not installed install it.........
msiexec /package "\\AD-DOMAIN.LOCAL\NETLOGON\ScreenConnect.msi" /quiet
exit

Thanks, I have amended it slightly to fit in-line with another file but the key addition is the sc config lines to make sure it has not been disabled

Echo off
for /F "tokens=3 delims=: " %%H in ('sc query "ScreenConnect Client (2342345443534543)" ^| findstr " STATE"') do (
if /I "%%H" NEQ "RUNNING" (
Echo it is not running set it to auto then Start it....
sc config "ScreenConnect Client (2342345443534543)" start=auto
net start "ScreenConnect Client (2342345443534543)"
Echo it should be running now....
goto next
)

Echo it is running just make sure it is auto
sc config "ScreenConnect Client (2342345443534543)" start=auto
goto next

)

Echo It is not installed install it.........
msiexec /quiet /qn /i Screenconnect.msi
Echo Done SC
:next
