Hi,

Just want to know what are those settings in the file, and if it change anything on a Windows SC Server.

<hostingEnvironment shadowCopyBinAssemblies="false" />
<healthMonitoring enabled="false" />
<globalization culture="auto" uiCulture="auto" />

Also, i see that the latest Pre-release consume a lot of CPU ... (I saw a post about this but on a Linux server)

We have identified the CPU issue with Windows servers earlier today. We don't have a fix for it yet but we are working towards it.

As far as those web.config settings, they're just pretty standard ASP.NET configuration settings. The globalization just refers to which region the user accessing the page is from and if the server should serve up a localized version (ie a translated version). I believe health monitoring refers to an older way of monitoring the status of deployed web applications. To my knowledge, we don't use it. The hostingEnvironment setting refers to some settings that change the way an ASP web application interacts with the machine on which its running.
