The File Transfer feature is not enabled when I connect to a remote computer. I am using Client Version:6.6.17081.6648.

I don't have an app.config file or an App_ClientConfig folder, I assume this is because I am using the cloud version of ConnectWise Control.

How can I get access to the File Transfer feature?

Searching for your email within our cloud accounts I see that you have a free instance, which does not have permissions to transfer files.
