In the web.config set the following value to true:

<add key="AutoReinstallOldVersionClient" value="false" />


Once set to "true" access clients will be automatically sent the updates so long as they were not deployed via Group Policy.

Is GP blocking the updates to ScreenConnect or is a ScreenConnect ignoring updates if deployed by GP?

If the original client was deployed via GPO, in order to update you will have to use GPO. The reason for this is the GPO places the installer in a location that cannot be determined when upgrading from the Host page.
