I downloaded the new version of iPhone App and that does not communicate with my server is version : 3.0.3573.4675. Please advise how I can downgrade back to the previous iPhone App version.

Unlike the Android app, Apple does not allow legacy applications in the AppStore. You can upgrade your installation of ScreenConnect to version 3.2, but there is not a way to downgrade the ScreenConnect iOS App.
